Two wheels are mounted on the same vertical axle. Initially, the upper wheel is spinning, the lower one is at rest. Then they are brought in contact (by dropping the upper one on the lower wheel).

The masses of the wheels are equal but the upper one has a diameter which is only 71% of that of the lower one.
