Spinning wheel slowing down

Description

Two wheels mounted on the same vertical axis can spin independently. Initially, they are at rest. Then they are drivin apart by a torsion spring that was wound up before.

Here, the upper whelle is thinner (same radius, half the thickness, half the mass).
